I work in the state of California.
I work in the back warehouse for manual labor type of work.

Is it illegal for some of the employees to receive holiday pay but not others if the employer says that it’s based on performance?

As long as the decision is not based on race, sex, national origin, religion, disability, age, or pregnancy, then it’s legal.

Absolutely not. As long as it really *is* based on performance. If you have any doubts- It can be classified as a reward system, so is certainly not illegal. Although I can say I’ve never heard of that before…
